Hearing Minutes - Proposed 2010 Budget Hearing

The hearing was called to order by the Chairperson, Colleen Van Auken, at 7:30PM

Budget Hearing

The Proposed 2010 Budget Hearing was opened for discussion.

Eva Davis passed along verbal support for resetting the millage to 1.5437 from Rhoda Wolshon Friends of CPL VP, Bob Bulmer, Friends of CPL Trustee and Susan Kennedy, Canton resident and small business owner. Also presented was an email from Nancy Spencer, Friends of CPL Trustee in support of resetting the millage to 1.5437.

Bevis Richardson (Friends of CPL) voiced her support of resetting the millage to 1.5437
M. Simowski voiced his support to reset the millage noting that libraries and schools are important community resources.

Trustee Fausone thanked the director and staff for the preparation of the five budget options, noting that the three year projection demonstrates the impact the decision will have on the library finances.

Trustee Turner noted he does not support raising the millage but would allow for the minimum salary structure implementation. He notes the Board can always reset the millage next year.

Trustee Snow favors raising the millage to 1.5437 and was disappointed that Trustee Schulz’s conversations with constituents indicated support for an increased millage but not for any increase to salaries. He went to the Township to obtain salary information and made it available to the other Trustees. He believes the public is angry about the salaries and benefits at the Township but does not understand the salaries and benefits at the Library do not compare and that the employees at the library are generally underpaid. He contends that not implementing the new salary structure will anger the Friends of CPL and the staff but agrees this is an emotional issue. Trustee Snow supports Budget Option E.

Trustee Siegrist supports Option E and points out that the debate is not on raising salaries as the salary line item in the 2010 budget has actually been reduced even with the implementation of any of the budget options.

Trustee Schulz is thankful to see the furlough days removed from the 2010 Calendar but doesn’t see maintaining the current 1.498 millage necessitating cuts in library services.  She would support Option B.

2010 Proposed Budget Approval

D. Turner moved and J. Fausone supported a motion to adopt the Proposed 2010 Budget (Option B) in the amount of $5,265,886. (See Attachment A)

The motion passed 9/09-17-1-BH

Tax Resolution

J. Fausone moved and D. Turner supported the resolution to approve certifying the rate for tax levy of 1.4980 mills for the fiscal year ending December 31, 2010
